Enhancing Safety and Comfort for Truckers: Wyoming's Interstate 80 Winter Freight/BUILD Project


In the vast expanse of Wyoming's highways, where winter storms can be relentless and highway closures a common occurrence, the Wyoming Department of Transportation (WYDOT) is taking a significant step forward in ensuring the safety and well-being of the hardworking truckers who traverse its roads. On September 20, 2023, a ribbon-cutting ceremony will mark the completion of the Interstate 80 Winter Freight/BUILD project—a remarkable undertaking aimed at providing truckers with safe havens during winter storms and enhancing overall highway safety.


One of the primary objectives of this project is to create safe areas where commercial drivers can rest or seek refuge during harsh winter conditions. These designated rest areas, totaling nearly 200 spaces, are strategically located along Interstate 80, specifically at the Quealy Dome truck parking lot (mile marker 290) and the Fort Steele Rest Area (mile marker 228). In the face of unpredictable winter weather, these safe havens will offer respite to truckers and help mitigate the risks associated with long-haul travel.


Beyond providing essential rest stops, the Interstate 80 Winter Freight/BUILD project also addresses traffic flow and safety concerns. Truck passing lanes have been added to increase motorist safety and enhance traffic flow on steep inclines. These improvements are situated at Halleck Ridge (mile markers 250.5-252.5) in the eastbound lanes and Cooper Cove (mile markers 279.5-281.5) in the westbound lanes. By allowing trucks to move at their own pace on uphill climbs, these passing lanes reduce congestion and potential accidents.


The project doesn't stop at accommodating truckers and motorists. It also considers the environment and infrastructure. Over 12 miles of wildlife fencing near Halleck Ridge have been installed to protect both wildlife and motorists. Additionally, more than 6 miles of pavement preservation overlay has been carried out, contributing to the long-term durability and quality of Wyoming's highways. Furthermore, a new salt/sand storage building at Quealy Dome ensures that winter road maintenance operations run efficiently.


This ambitious project was made possible through a federal BUILD grant of $20 million, which WYDOT secured in 2018. The total project budget amounted to $34 million, inclusive of a state match. Simon Contractors was awarded the bid in 2020 and commenced work that fall. The completion of this project is a testament to the dedication and collaboration of various stakeholders.


As Wyoming prepares to celebrate the completion of the Interstate 80 Winter Freight/BUILD project, the state demonstrates its commitment to the safety and well-being of the truckers who navigate its challenging highways, as well as its dedication to improving overall highway safety and infrastructure. This project not only provides essential rest areas for truckers but also enhances the state's transportation network, protects its wildlife, and reinforces its position as a leader in addressing the unique challenges of winter travel. It serves as a beacon of progress and a reminder that safety and infrastructure improvements go hand in hand in the world of transportation.
